  • NSW faces a critical housing challenge. A widening gap between detached dwellings and high-rise apartments has limited housing diversity and reduced alignment with contemporary households. At the same time, slow approvals, rising construction costs and increasing land values continue to constrain supply and affordability. Many greenfield developments still produce low-density, car-dependent outcomes, while well-located infill sites remain underused.The challenge was to create a scalable, integrated policy response within the Department’s remit. Using architecture, planning and approval levers, the initiative needed to improve accessibility, affordability, liveability and sustainability while remaining practical for delivery across government, industry and the housing market.

  • The solution was a coordinated system of policy, design and delivery tools developed across government and industry. The NSW Housing Pattern Book and Pattern Book Development Code 2025 combine 17 subsidised, architect-designed housing patterns with streamlined approval pathways, supported by planning, legal, digital and communications components. Rather than guidance alone, the initiative creates a practical, scalable model for faster, high-quality housing delivery. Standardised designs reduce complexity, support consistency and help unlock gentle density, improving housing diversity, affordability and certainty across the market.

  • Housing in NSW is defined by a crisis of affordability, accessibility and quality, with far-reaching impacts affecting economic security, health, social mobility, and access to opportunity. The NSW Housing Pattern Book accelerates high-quality housing that is cheaper, easier and faster to deliver, improving productivity and certainty while generating economic, social and environmental benefits. Residents benefit from good design, reducing operating costs and improving comfort, while communities benefit from more walkable, liveable and affordable neighbourhoods. The Pattern Book establishes a benchmark for future housing delivery, promoting innovation across policy, design and construction and maximising impact across individual and system-wide scales.

  • The NSW Housing Pattern Book stands out by combining design excellence with policy implementation in a way that is practical, scalable and publicly accessible. Its key feature is the integration of 17 architect-designed, subsidised housing patterns with fast-track approval pathways, allowing good design to move beyond aspiration and into delivery. Rather than offering generic guidance, the Pattern Book provides construction-ready designs supported by planning, legal, digital and communications systems that make uptake easier for industry, councils and homebuilders.The patterns respond to a wide range of site conditions, including narrow lots, corner lots, sloping land and infill contexts, enabling gentle density in established neighbourhoods as well as better outcomes in greenfield areas. Across the designs, there is a strong emphasis on liveability and environmental performance, including access to light and ventilation, private open space, landscape integration, deep soil, tree canopy and reduced car reliance.A further stand-out feature is the collaborative process behind the project, which brought together government, architects, planners, certifiers, developers and communities to ensure the designs were both high quality and implementable. This makes the Pattern Book not only a design resource, but a system for improving housing choice, affordability, sustainability and approval efficiency across NSW.
